Ms Dorothy Stafford, Head of Department General Studies, Waikato Technical Institute is engaged by the Gisborne High Schools Board of Governors, to carry out a survey of the district’s tertiary education needs. Financial support comes from the J.N. Williams Trust. The survey recommends a series of steps towards a Gisborne community college starting with the appointment of a director of a continuing education service. Dorothy Stafford is awarded an honorary doctorate by University of Waikato in 1986.
