Local commercial foresters propose a course on tree harvesting using cables and the Cable Logging Harvesting Certificate is developed. The first course in 1990 is a partnership arrangement with Juken Nissho and expert foresters as tutors. The second certificate is taught by Tairāwhiti Polytechnic staff. The programme is accredited by NZQA and by 2007 there are 39 Tairāwhiti Polytechnic managed programmes operating throughout New Zealand. Papatoa as the forestry section is called is transferred to Te Wananga o Aotearoa in 2009.
